Improving regulatory practice and culture across the public sector.

The project

This project aims to improve and standardise the way regulation is developed, applied and managed across the Western Australian government to deliver better outcomes for business and the community.

A working group of representatives from key government regulators has explored current practices and culture, and better ways to develop and apply regulation across the public sector. Based on this research, stakeholder consultation, and public submissions, Streamline WA developed and progressed five initiatives:

  • Whole of sector regulatory framework: conduct a feasibility study of applying a whole of sector regulatory framework in the WA Government.
  • Regulators’ toolkit: develop a range of tools and guidelines to help regulators achieve consistent standards of regulatory practice.
  • Regulatory information standards: establish a minimum standard of regulatory information that should be made accessible on State Government agency websites.
  • Community of practice: create an online community of practice for Western Australian regulators to engage and share knowledge. 
  • Regulatory Practitioner capability framework: develop a capability framework to help identify career pathways and develop the skills of regulatory practitioners across the public sector.

Project progress

Why do we need this reform?

Currently, the way regulation is developed, applied and enforced varies across the WA public sector.

In 2019, Streamline WA received a number of submissions suggesting ways State Government regulators could improve and standardise how they deliver regulation and interact with the community.

Improving regulatory practice and creating a collaborative regulatory culture across the public sector will help ensure State Government regulators maintain a high standard of protection, while making it easier for businesses to understand and navigate their regulatory requirements.
