Submitting a goods and services offer

Submitting your offer on time, making changes and the confidentiality of your offer.

Most government agencies will prefer to receive your request electronically, using Tenders WA, however, sometimes agencies may accept the request by hand delivery, mail or fax.

Once you submit your offer, the agency may choose to change the request with an addendum. Likewise, you may need to update your offer after you submit it.

The confidentiality of your offer is important, but if your offer is successful the government agency will need to make some information about the contract publicly available.

It is your responsibility to make sure your full offer is received before the closing time at the required location. Late offers are set aside and cannot be considered.

Electronic lodgement

You can submit some offers online on the Tenders WA website. You must register on the Tenders WA website. Registration is simple, free and only takes a few minutes.

Submission of large electronic files may take time, depending on the time of day and amount of traffic. Allow enough time (at least one hour) before the deadline for the submission of your offer.

You cannot submit offers by email.

Hand delivery or mail

You (or your chosen courier) may be able to hand deliver your offer to the address listed in the Request document.

If you are delivering your offer by hand or by mail, make sure you deliver it to the location specified in the Request. Often, different locations will be specified for postal submission and submission by hand.

When delivering your offer in person, allow extra time for parking problems, courier delays, security checks and any other possible hold-ups.

If it is in the request, you may be able to mail your offer. If posting your offer, make sure it is mailed to the address listed in the request. Ensure that you have allowed enough time for delivery and mark the envelope as containing an offer.

Fax

Some agencies may accept Offers by fax. Allow enough time before the closing time for the lodgement of offers by fax. Be aware that fax transmissions are not the most reliable method of lodgement. This is due to increased traffic through the fax equipment before the closing time.

Changes to Requests and Offers

Prior to the closing time, an agency may need to make changes to a Request or a supplier may want to update or withdraw an offer they have submitted.

​Agency changes to Requests (addendum)

An agency may want to make changes, such as extending the closing date or including more information in the Request. To do this they will issue an addendum.

Register as a potential respondent on the Tenders WA website to receive addendums. If you download the Request documents after the addendum is issued, the addendum will be available with the Request document. Ensure that you review and understand any addendums before submitting your offer.

Supplier changes and withdrawals of offers

Changes to your submitted offer are possible, provided you resubmit them before the closing date. Please ensure you mark the revised offer as a replacement for your previous offer.

You may apply in writing to withdraw your offer at any time before it is accepted.

Agencies must show open accountability for purchasing. So after a contract is awarded, some information will be publicly available.

Your offer will remain confidential while the request is advertised and evaluated.

After the contract is awarded, some information will be available on the Tenders WA website.

The type of information made available will vary depending on the type of request, but often includes the:

  • Name of the successful supplier
  • Total contract value
  • Contract period
  • Make or model of goods or a description of services

Documents relevant to the contract may need to be provided under the Freedom of Information act, tabling of documents in Parliament or under a Court order.
