How your community services offer is evaluated

Your offer will only be evaluated against the requirements of the Request, so it is important you understand these.

You should make sure your submission is complete, otherwise it may be excluded from evaluation. Once tenders have been evaluated, the panel will create a report detailing the evaluation results and ranking offers.

All offers that are received on time are evaluated against the requirements of the Request.

Any offers that do not contain all of the requested information (i.e. a completed response form and any required attachments) may be excluded from evaluation. 

The most suitable service providers may be short listed and contacted prior to the successful service provider being selected. A service agreement will then be awarded to the service provider that best demonstrates their ability to deliver the specified outcomes and provide value for money. 

Mandatory requirements 

Mandatory requirements are assessed on a yes/no basis. An assessment of ‘no’ against any of these requirements will eliminate your offer from consideration. 

Qualitative criteria 

Responses that are compliant with the mandatory requirements (if applicable), are then evaluated against their response to each qualitative criterion. 

At first, each evaluation panel member independently assesses and scores each criterion on a scale of 0-9. The panel then convenes and comes to a consensus decision about the ratings against each criterion. This is based on the written evidence in each offer. 

If a government agency receives a large number of offers, this can place a great deal of demand on the panel. Information that is focused, clearly identified and well-structured will help the panel to quickly and accurately score the offers. 

Disclosure requirements 

The requirements are assessed on a yes/no basis. An assessment of ‘no’ against any of these requirements will not necessarily eliminate your organisation from further consideration. 

If your organisation does not currently meet one or more of these requirements, but intends to if you are awarded the service agreement, state this in your offer. 

Price 

Once the evaluation panel has evaluated non-price requirements, it will consider the prices offered. Depending on how the price schedule was structured in the Request, this consideration will usually be either lump sum price or price per unit.

Once the evaluation panel has come to a consensus on the evaluation of the selection requirements, the panel prepares a report detailing the evaluation results and offer rankings.

If the value of the offer exceeds $5 million, the evaluation report is submitted to the Community Services Procurement Review Committee for endorsement. The Committee’s role is to make sure that the evaluation process, as documented in the original Request document, has been conducted according to all relevant procurement policies and guidelines. 

As part of the evaluation process, the government agency will undertake due diligence checks on the information you have provided, for example: 

  • insurances
  • financial capacity
  • status as a not-for-profit organisation

Negotiations may also be required prior to finalising a service agreement. If the government agency needs to negotiate with your organisation you will be provided the specific details which need to be discussed.
